The procurement requires installation of approximately 262 linear feet of 7-foot tall ornamental security fencing (Ameristar Impasse II or approved equal), one 24-linear foot cantilever security gate (Ameristar Passport IS or approved equal), approximately 784 linear feet of 6-foot tall PVC-coated black chain link fencing with three strands of barbed wire, one 10-foot single swing mower/egress gate, and one 24-linear foot cantilever gate on the rear parking lot access. The scope additionally includes installation of access controls compatible with the existing AIPHONE system, featuring a dual-height gooseneck stand with two access control pads and cameras, electrical circuits from the nearest service panel, data communication conduits, two protective 6-inch steel pipe bollards painted safety yellow, and heavy-duty gate operators (Hy Security Slide Driver 15 or approved equal) with concrete pads, conduits, egress and reversing detector loops, solenoid lock kits, and fire and emergency access lock boxes. Bidders must attend a mandatory in-person site visit on April 14, 2026, at 9:00 AM CDT with sign-in sheet verification; written questions and comments are due by 2:00 PM CDT on April 15, 2026, directed to Anthony McCalester at 615-767-0167 or anthony.mccalester@tn.gov. The bid price shall include all materials, equipment, and labor, with contractors assuming full responsibility for accurate measurements and no reimbursement for errors resulting from inadequate site visits. The successful contractor will be awarded a single contract on the basis of being the lowest responsive and responsible bidder, with the contract effective April 1, 2026, for an initial twelve-month term, and the State retaining an option to extend an additional period not to exceed 180 days under the same terms and conditions. The project budget carries a maximum liability of $250,000. All respondents are required to maintain appropriate insurance coverage, including workers' compensation, commercial general liability, and automobile liability insurance as specified, with prices to be firm and F.O.B. destination. The contractor assumes responsibility for all cleanup and must leave the work area in "broom clean" condition upon completion, with the existing AIPHONE system requiring integration of the new access control infrastructure.
