About this opportunity

The Delaware Division of Fish & Wildlife, part of the Department of Natural Resources and Environmental Control, is requesting sealed bids for construction of the Leipsic Research Dock Facility, with bids due September 4, 2026 at 2:00 p.m. at the DNREC Building in Dover. Attendance at a mandatory pre-bid meeting on August 7, 2026 at 10:00 a.m. at the project site in Leipsic is a prerequisite for bid eligibility.

The scope encompasses a pre-engineered metal building with office and storage space; electrical and mechanical systems; a pre-fabricated aluminum fixed dock with connecting ramp supported by circular steel piles on the south bank of the Leipsic River; an above-ground diesel fuel storage tank with dockside fuel dispensing station; and site improvements including pavements, a water supply well, area lighting, and a security gate. The successful contractor must achieve substantial completion within 547 calendar days of receiving a Notice to Proceed. Unit prices for excavation/backfill adjustment and undercut excavation are included. The project is subject to Delaware prevailing wage requirements under Title 29, Section 6960, and craft training requirements apply where applicable. The contractor must obtain post-bid permits including building, mechanical, electrical, and fire suppression authorizations; the owner has secured permits in advance.

Bids must include a bid bond or security deposit equal to ten percent of the bid amount plus all additive alternates. The successful bidder must post performance and payment bonds equal to 100 percent of the contract price and submit required insurance certificates within twenty days of award. All bids require a completed subcontractor list naming specific subcontractors by trade, an affidavit of employee drug-testing program compliance, and a contractor qualifications affidavit. The contract will be awarded to the lowest responsive and responsible bidder using the AIA A101-2017 Standard Form of Agreement within 30 days of bid opening. Contract documents are available through www.bids.delaware.gov. Contact Jeremy Ashe at 302-735-3601 or jeremy.ashe@delaware.gov for questions.
