About this file

The document is a Request for Qualifications (RFQ) issued by the City of Temple, Texas, seeking legal services specifically related to condemnation and eminent domain. The RFQ #16-01-26 is seeking to pre-qualify attorneys or law firms to provide legal services on an as-needed basis for a five-year period from October 1, 2025, through September 30, 2030. Statements of qualifications will be accepted through September 30, 2030, and can be submitted electronically through the Euna Procurement portal or via sealed paper copies to the City of Temple Purchasing Department. The City reserves the right to pre-qualify one or more firms and will select firms based on demonstrated competence, qualifications, project-specific experience, professional reputation, and ability to be responsive to the City's needs.

The selected legal firms will be responsible for providing comprehensive legal services including legal counsel and representation in condemnation proceedings, property title evaluations, preparation of legal pleadings, representation in court and administrative hearings, advising on compliance with local, state, and federal laws, and coordinating with various city departments and consultants. Minimum qualifications for firms include Texas bar licensure, at least five years of relevant public sector legal experience (preferably in condemnation and eminent domain), knowledge of Texas and federal condemnation laws, and the ability to handle multiple assignments concurrently. The City emphasizes that pre-qualification does not guarantee engagement and that firms will be selected on a project-by-project basis considering factors such as specific experience, qualifications, and responsiveness.
