About this opportunity
The Florida Department of Legal Affairs, Office of the Attorney General (OAG) is seeking proposals for a customizable Legal Matter Management System (LMMS) through an Invitation to Negotiate (ITN). The selected system must include attorney and legal support time tracking and billing capabilities to replace the OAG's existing business applications. The LMMS is required to support approximately 1,300 users across the OAG's 18 business units, with the Office of Statewide Prosecution being the first to implement the new system by August 12, 2024. Respondents must have a minimum of 5 years' experience implementing LMMS solutions of similar size and scope. Proposals are due on January 23, 2024 at 2:30 pm, and the OAG anticipates awarding the contract on April 16, 2024 with a contract start date of May 8, 2024. The initial contract term is for 5 years, with the possibility of up to 3 one-year renewals. The ITN includes detailed system and functional requirements, as well as minimum training and reporting requirements, but pricing will not be scored and will only be used for negotiation purposes.
The contract opportunity involves the State of Florida, as well as the jurisdictions of Leon County and Tampa City. The OAG does not have an established budget for this project and will consider cloud-based solutions hosted in the Microsoft Azure Government Cloud environment. The Notice of Intent to Award indicates that the contract will be issued to Synaptec Software, Inc. d/b/a LawBase, but the procurement documents do not provide any details on set-aside designations, incumbent vendors, or current technology infrastructure that requires integration.
