About this opportunity

The State of California, through the California Department of Transportation (Caltrans), is seeking to procure a Leetron Video System that utilizes Artificial Intelligence (AI) technology to perform post-processing traffic counting and classification of vehicles. The system must meet the requirements and standards set forth by the Federal Highway Administration (FHWA). The hardware for this system includes the necessary software to process the traffic data. The procurement is being conducted through a Request for Quote (RFQ) process, with the contract being awarded to the lowest responsive and responsible bidder. Bidders must provide the required documentation, comply with the stated terms and conditions, and meet the qualification requirements. The RFQ outlines a delivery schedule, and the contract award is estimated to be made on August 28, 2024.

The RFQ encourages participation from Microbusinesses (MB), Small Businesses (SB), Disabled Veteran Business Enterprises (DVBE), and Disadvantaged Business Enterprises (DBE). An SB incentive may apply, and DVBE participation is encouraged, with a potential DVBE incentive. Bidders are required to disclose the use of any General AI (GenAI) technology in their proposed solutions, and the State reserves the right to incorporate GenAI Special Provisions into the final contract or reject bids that present an unacceptable level of risk. The estimated budget range for this procurement is not provided.

Opportunity text

This system performs post processing traffic counting and classification of vehicles per FHWA standards and requirements. It utilizes Al technology to perform the traffic monitoring task resulting in significant increase in data quality. In addition, it avoids the safety issue of exposure to live traffic during routine traffic counts, and also avoids the issue of piezo sensors not lasting very long in the roadbed. The hardware includes the software to process traffic data.
