About this opportunity
The City of Cadillac is soliciting competitive bids for the Leeson Avenue Improvements Project, a comprehensive roadway reconstruction initiative located between the railroad tracks and 13th Street. The procurement involves infrastructure upgrades including 12,400 square yards of HMA base crushing and shaping, 2,300 tons of HMA paving, utility casting adjustments, concrete and HMA curb installation, drainage improvements, pavement markings, and signage. Bidders must submit sealed proposals to the Director of Finance by 2:00 p.m. on Tuesday, June 11, 2024, with a mandatory 5% bid guarantee in the form of a cashier's check, certified check, money order, or bid bond. The project requires contractors to comply with Michigan Department of Transportation (MDOT) 2020 Standard Specifications and includes part-width construction utilizing traffic regulators. Evaluation criteria will focus on the lowest responsible bidder with the best project schedule, with an anticipated contract award date of June 17, 2024, and a required substantial completion date prior to September 27, 2024. Bidders can obtain comprehensive contract documents from Prein & Newhof engineering firm for a non-refundable $20 fee.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. The successful bidder will be required to furnish performance and labor/material bonds, each covering 100% of the contract price. The total estimated project budget appears to be approximately $30,000 for mobilization and traffic maintenance, with additional costs for the roadway improvements. The project will involve work within MDOT-controlled railroad property, necessitating specific railroad crossing permits and additional insurance coverage. Contractors must be prepared to manage complex site conditions, including coordination with utility owners, preservation of existing infrastructure, mailbox relocations, lawn sprinkler systems, and comprehensive site cleanup. The project involves 33 distinct line items, indicating a complex and detailed scope of work requiring significant technical expertise in municipal infrastructure reconstruction.
