About this opportunity

The Town of Manchester, Connecticut is soliciting bids for a comprehensive LED streetlight retrofit project designated as Bid No. 22/23-027, covering multiple locations within Hartford County. The procurement involves replacing existing streetlight luminaires with new LED fixtures, including 642 cobra head style LED streetlights on existing poles, 47 cobra head style LED streetlights with mast arms, 66 LED area lights, 12 steel poles, and approximately 25 aluminum mast arms. Qualified contractors must be trained and certified to perform streetlight equipment installations, adhering to federal, state, and local regulations. The project requires specific luminaire manufacturers (Philips and Cree), with detailed technical specifications for mounting, wiring, and installation. Bids will be accepted via the Town's eProcurement Portal until 2:00 pm on December 15, 2022, with a public bid opening immediately following. The project is scheduled to commence on April 1, 2023, with a completion timeline of 100 working days, and includes a 5% bid bond requirement for all bidders.

The procurement includes specific Disadvantaged Business Enterprise (DBE) participation requirements, with contractors required to submit a Pre-Award DBE Commitment Approval Request form documenting subcontractor participation. The project emphasizes non-discrimination provisions, mandating equal employment opportunities and compliance with Connecticut Commission on Human Rights and Opportunities regulations. Contractors must meet prevailing wage rate requirements, with hourly rates determined by the Connecticut Department of Labor's Wage and Workplace Standards Division, and provide proof of a 10-hour OSHA Construction Safety and Health Course completion for employees. While a specific budget range is not explicitly stated, the comprehensive nature of the project suggests a significant municipal infrastructure investment. Additional compliance requirements include provisions for federal labor standards, workplace safety regulations, and specific reporting obligations. Contractors will be subject to liquidated damages of $500 per consecutive calendar day beyond the project completion date, ensuring timely project execution.
