About this opportunity
Montgomery County Public Schools (MCPS) is soliciting proposals to lease unoccupied school facilities at Grosvenor Center and Radnor Center on a short-term basis, with proposals due October 26, 2026 at 2:00 p.m. and mandatory site visits scheduled September 14–15, 2026. The RFP was reissued on September 4, 2026 following suspension of the original solicitation.
Two facilities are available for lease individually or in portions: Grosvenor Center (5701 Grosvenor Lane, Bethesda, Maryland), 36,770 square feet with 18 rooms, and Radnor Center (7000 Radnor Road, Bethesda, Maryland), 36,663 square feet with 16 rooms. The initial lease term is two years with potential renewal for three additional one-year terms, provided the tenant maintains good standing and the property is not needed for school renovation projects. Rent is fixed at $15.50 per square foot annually, calculated on a ten or twelve-month basis, with annual increases of no less than three percent beginning July 1 of each fiscal year; this rate is non-negotiable.
Priority consideration is given to organizations serving MCPS students, families, or staff; licensed childcare providers; community programs benefiting children and families; government agencies; and private enterprises, in accordance with Board Policies DNA and ECM. Offerors must demonstrate financial stability and ability to sustain operations throughout the lease term, maintain required insurance coverage, and provide evidence of permanent business facilities. Compliance with Maryland background check requirements for employees with direct, unsupervised access to children is mandatory. Offerors must prohibit assignment of registered sex offenders and individuals convicted of sexual offenses or crimes of violence.
Proposals are evaluated on a 100-point scale: organizational qualifications and experience (15 points), proposed program and community benefit (40 points), staffing and service delivery capability (15 points), financial responsibility (20 points), and compliance with proposal requirements (10 points). Questions are due September 23, 2026 at 4:00 p.m., with responses posted October 7, 2026. Board of Education lease approval is anticipated for January 29, 2027. MCPS reserves the right to reject any or all proposals and is not obligated to award a lease or reimburse proposal preparation costs.
