About this opportunity

The Texas Department of Criminal Justice is requesting offers for a cloud-based Learning Management System serving approximately 35,000 employees, with responses due August 6, 2026 at 3:00 p.m. Central Time under RFO 696-TL-26-O020. The procurement carries mandatory VetHUB subcontracting participation of 3.00% and requires TX-RAMP Level 2 security certification as a qualification filter.

The LMS must support multiple delivery formats including in-person, online, self-paced, webinar, and blended training. Respondents must provide a cloud-based system with comprehensive implementation, data migration from existing systems, integration verification, user acceptance testing, and post-go-live support. The scope includes all personnel, software, licensing, implementation, storage, materials, and supplies; detailed budget line items must cover backup and disaster recovery, scalability, upgrades, customizations, third-party integrations, compliance audits, training refreshers, service level agreements, and exit strategy.

The contractor must maintain 24/7 system availability with no more than 1% weekly downtime and resolve functional failures within 4 hours. All data remains Department property and must remain stored within the continental United States unless expressly authorized. The contractor must comply with WCAG 2.2 A and AA accessibility standards, provide current Accessibility Conformance Reports (produced within six months), and develop remediation plans addressing any gaps within a maximum 12-month timeline. Security incidents require written notice to the Office of the Chief Information Security Officer within six hours and mitigation within 30 hours. Compliance violations incur standardized $1,500 deductions per incident, day, or week depending on the violation type.

The contract term is approximately 11 months base (through August 31, 2027) plus four optional one-year renewal periods through August 31, 2031, with a potential six-month extension for transition. The solicitation is firm, fixed-price with milestone-based pricing. All respondents must submit completed subcontracting plans, financial statements, and current business certification for Texas. Written questions are due July 17 at 12:00 p.m. Central Time. A pre-proposal conference is scheduled July 14 at 10:00 a.m. Central Time. Responses are submitted through the Bonfire portal at https://tdcj.bonfirehub.com. Contact Trine Rodriguez at (936) 437-3819 or Naomi Cruz Anaya at (936) 437-3389.
