About this file

This is an exhibit of standard terms and conditions established by the Texas Department of Criminal Justice (TDCJ) Office of the Chief Information Security Officer (OCISO) for a Learning Management System contract (696-TL-26-O020). The document outlines comprehensive security and compliance requirements that contractors must satisfy throughout the contract term, including adherence to federal and state laws, the Information Resources Security Program (IRSP) based on NIST 800-53 standards, and Texas Risk and Authorization Management Program (TX-RAMP) certification for applicable cloud services as determined by the Department of Information Resources (DIR).

The standard terms establish mandatory security obligations for all contractor and subcontractor personnel, including completion of cybersecurity training, execution of the TDCJ EMPL3 Data Use and Non-Disclosure Agreement, and submission to security vulnerability scanning and penetration testing by OCISO. Contractors must furnish independent security assessments confirming no vulnerabilities exist, implement secure IP communications with authentication and encryption, maintain current firmware and security patches, encrypt all Department data in transit and at rest per IRSP standards, and establish notification protocols requiring written notice to OCISO within six hours of discovering security incidents and within 24 hours of discovering supply chain compromises. Additionally, contractors must contain and mitigate security incidents within 30 hours of discovery, resolve penetration testing shortcomings within 30 days, conduct security testing before mobile applications or public-facing websites go live, and dispose of Department data and system components according to established TDCJ protocols.
