About this opportunity

The Village of Homewood, Illinois is soliciting bids for Lead Service Line Replacement FY27 Project 1 in Cook County, with bids now due November 16, 2026 under Addendum No. 1, which postponed the original November 9 deadline. Bids are subject to Davis-Bacon Act wage rates, Cook County prevailing wage requirements, and Illinois Environmental Protection Agency (IEPA) conditions, because the project is funded in part by an IEPA loan. Award goes to the lowest responsive and responsible bidder, contingent on IEPA approval. Disadvantaged business enterprise participation is required as defined by the IEPA, and minority (19.6 percent) and female (6.9 percent) workforce affirmative action goals apply under Executive Order 11246. The source does not restrict eligibility to a set-aside or local-vendor group.

The scope is trenchless replacement of lead water service lines with new services throughout the Village. Work includes water main connections with B-Boxes and shut-off valves, meter connections, sidewalk and hot mix asphalt removal and replacement, curb and gutter work, landscaping restoration, and distribution of pitcher filters. The bid package contains 34 line items, with quantities from 1 to 18,560 units. Contractors must carry 5 percent bid bonds, 100 percent performance and payment bonds, and weekly certified payroll. A third-party licensed plumber must perform inspection services.

Work must be completed within 275 consecutive calendar days of the Notice to Proceed, with liquidated damages of $750 per day for delays. Addendum No. 1 deletes the Contractors Protective Liability insurance requirement, requires contractors to accommodate replacement location changes within the Village right-of-way at no additional cost, and allows Village confirmation of replacement locations to run until March 15, 2027 or later. It also reduces a numerical value in specification section 01 32 33 from seven to three and updates Cook County prevailing wage and Davis-Bacon rates. Addendum No. 1 includes a bidder acknowledgment, pre-bid meeting minutes, responses to bidder questions, updated Appendix B, and a prior Homewood bid tabulation.
