About this opportunity

Escambia County's Department of Waste Services has issued Request for Quotes (RFQ) #24-25 LEACHAWN for a Leachate Treatment Covering "Steel Structure" project at the Perdido Landfill. The procurement seeks a qualified division one building or general contractor to install a 20' x 28' tubular steel building with specific structural requirements, including a 3/12 pitched roof and 10-foot eaves for forklift access. The project involves an open-air structure anchored to existing asphalt on one side and soil on the other, with all work to be performed during normal landfill operating hours (Monday through Friday 7am-5pm and Saturday 7am-3:30pm). Contractors must provide all-inclusive pricing covering materials, labor, equipment, tools, mobilization, demobilization, and comprehensive project completion. The RFQ was released on August 15, 2025, with a deadline for questions on August 22, 2025, and final responses due by August 29, 2025, at 3:00 pm. Evaluation criteria appear to focus on comprehensive pricing, contractor qualifications, and ability to meet specific structural and operational requirements.

Vendors must provide proof of Sunbiz registration, a W-9 form, and valid contractor licensure to be considered for the project. Insurance requirements include $1,000,000 per occurrence in General Liability Coverage and $1,000,000 in Business Auto Liability Coverage, with preferred Umbrella Liability insurance. The contract mandates that Escambia County be listed as an additional insured, with 30-day notification required for any policy cancellations. Vendors from outside Florida are eligible to participate but must register in Sunbiz before payment can be issued. While no specific set-aside designations or disadvantaged enterprise requirements are mentioned, the procurement appears open to qualified contractors who can meet the technical and insurance specifications. The RFQ does not specify a precise award value or budget range, instead requesting comprehensive pricing for the entire project scope. Contractors should be prepared to provide a complete proposal that addresses all technical requirements for the leachate treatment steel structure installation.
