About this opportunity
Escambia County Waste Services Department is soliciting bids through Invitation to Bid for rehabilitation of approximately 5,000 square feet of its transfer station tipping floor at 2906 North Palafox Street, Pensacola, Florida, with bids due December 4, 2026 at 10:00 a.m. Questions are due November 24, 2026 at 12:00 p.m., and a non-mandatory pre-bid meeting is held at the project site on November 12, 2026 at 10:00 a.m.
The scope covers saw cutting and mechanical removal of existing concrete, shot blasting, application of a bonding agent, and installation of a manufactured heavy-duty cementitious topping at an average thickness of 2 inches, along with control joint installation and restoration and complete cleanup. The wearing surface must reach 8,500 to 10,000 PSI compressive strength at 7 days and 9,000 to 12,000 PSI at 28 days. Work must be substantially complete within 14 consecutive calendar days of the written Notice to Proceed, with 3 additional calendar days allowed for final completion. The County anticipates a weekend work window to minimize facility downtime. Liquidated damages are $1,609 per calendar day for delays beyond the specified completion time.
The base bid is lump sum for the full 5,000 square feet at 2 inches, including labor, materials, equipment, supervision, mobilization, safety measures, and cleanup. An optional unit price per cubic yard applies to areas exceeding 2 inches, subject to County approval before installation.
Each bid requires a bid surety of 5 percent of the total bid price, payable to Escambia County and valid for 90 days from bid opening. The successful contractor must furnish separate Performance and Payment Bonds covering up to 100 percent of the contract award value. Required insurance includes workers' compensation at statutory limits; general liability with minimum limits of $1 million per occurrence and $2 million annual aggregate; business auto liability with a minimum of $1 million per accident; and pollution liability with minimum limits of $1 million per occurrence and $2 million annual aggregate. Escambia County must be named additional insured, with at least 30 days' notice of cancellation.
The contractor must comply with state and local building codes, OSHA requirements, and Florida Trench Safety Act provisions, and retain all project records for three years after final payment. A Pre-Job Report documenting existing site conditions is attached to the opportunity. The ITB was posted November 4, 2026.
