About this opportunity
The City of Lubbock, Texas is soliciting competitive sealed bids for lawn and landscape maintenance services at five water treatment and reclamation facilities, including the North Water Treatment Plant, South Water Treatment Plant, Northwest Water Reclamation Plant, Southeast Water Reclamation Plant, and Water Utilities Municipal Hill. The scope of work encompasses lawn mowing, edging, trimming, debris removal, weed control, plant care, and related maintenance across approximately twenty-two mowing cycles annually, with frequency subject to variation based on moisture conditions. Qualified contractors must be located within fifty miles of Lubbock and must provide comprehensive general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, commercial auto liability of $1,000,000, workers' compensation at statutory limits, and pollution liability of $1,000,000/$2,000,000. Bidders are required to submit three professional references from customers with similar project scope and size, complete a non-collusion affidavit, insurance affidavit, conflict of interest questionnaire, and vendor acknowledgement form, with all submissions evaluated based on price, service capability demonstrated through references, and local business preference considerations under Texas Local Government Code 271.9051. A mandatory pre-bid meeting is scheduled for March 24, 2026, at 9:00 a.m. via Zoom, and a mandatory site visit is required on March 26, 2026, at 9:00 a.m., beginning at the North Water Treatment Plant; sealed bids must be submitted electronically through the Bonfire portal or in hard copy to Marta Alvarez, Director of Purchasing and Contract Management, by April 1, 2026, prior to 3:00 p.m., with bid opening occurring via teleconference on the closing date.
The contract will be awarded for an initial one-year term with four optional one-year extensions, automatically renewing unless either party provides ninety days' written notice of termination, with pricing quoted on a firm, unit basis guaranteed for sixty days minimum and six months upon City approval, after which adjustments may be made based on Consumer Price Index or Product Price Index changes. Local businesses with their principal place of business within Lubbock city limits may receive preference consideration if their bid is within five percent of the lowest non-resident bid, provided the City's governing body determines in writing that the local bidder offers the best combination of contract price and additional economic development opportunities. The solicitation does not identify any incumbent vendors or current contractors, nor does it specify minimum compensation volumes or service quantities, with the City reserving the right to increase, decrease, or delete items at its discretion. Bidders must comply with all federal, state, and local laws including OSHA standards, Equal Employment Opportunity requirements, and Texas Public Information Act provisions, maintain photo identification for workers, and submit invoices within thirty days of cycle completion. No specific budget range or award value is disclosed in the solicitation documents; however, the contract value will be determined by the competitive sealed bid process based on unit pricing submissions for the five identified facilities. The City is exempt from federal excise, state sales, and transportation taxes, and all bids must be F.O.B. delivered with delivery and packaging costs included in the quoted prices.
