About this opportunity
The City of Tucson is seeking proposals for a specialized law enforcement training program focused on interactions with individuals who have physical disabilities. The procurement, identified as RFP No. 240028, requires a contractor to develop and deliver a comprehensive 4-hour training curriculum for 800 sworn Tucson Police Department officers. The primary objective is to teach officers the safest and most effective methods for interacting with suspects presenting physical disabilities, including proper techniques for engaging individuals with mobility devices or disability-related equipment. Key deliverables include designing a curriculum covering disability types, de-escalation tactics, physical search procedures, and specialized handcuffing techniques for disabled suspects. The contractor must provide at least 32 training sessions and submit student evaluations after each class. A pre-proposal meeting is scheduled for August 2, 2023, at 10:00 am via Microsoft Teams, with final proposals due on September 8, 2023, at 2:00 pm local Arizona time. The contract will have an initial one-year term with potential for up to four additional one-year extensions.
The solicitation includes specific requirements for contractor qualifications, mandating appropriate insurance coverage including commercial general liability, commercial automobile liability, workers' compensation, and professional liability insurance with specified minimum limits. The City of Tucson's procurement is also subject to Section 3 Program requirements, which prioritize local economic development and job opportunities for low- and very low-income persons. Contractors must ensure that 25% of labor hours are performed by Section 3 Workers, with 5% specifically by Targeted Section 3 Workers. Eligible businesses must meet specific ownership and labor hour criteria, with income limits set at $42,950 annually for individual workers. While specific budget details are not fully disclosed, the RFP includes a pricing table for vendors to complete, covering curriculum design and training session costs. The procurement is structured to provide comprehensive, specialized training that enhances police officers' ability to interact effectively and safely with individuals with physical disabilities, with a strong emphasis on local economic inclusion and professional development.
