About this opportunity

The Florida Fish and Wildlife Conservation Commission is requesting competitive bids for law enforcement rain and winter gear under ITB FWC 25.26-108, with sealed bids due August 10, 2026 at 2:30 p.m. ET. Vendors must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening.

The scope encompasses seven product categories: GORE-TEX Lightweight Patrol Shells (standard and ladies versions), WINDSTOPPER Patrol Soft Shells (standard and ladies versions), GORE-TEX Lightweight Rain Pants (standard and ladies versions), and GORE-TEX Removeable Hoods. All items are available in sizes XS to 4XL with regular and tall length options. All gear requires custom embellishment with Commission shoulder oval emblems and law enforcement badges, plus screen-printing of "FWC LAW ENFORCEMENT" designations. Items are ordered on an as-needed basis with no minimum purchase requirements.

The initial contract term is three years from purchase order issuance, with renewal options available on a yearly basis for up to three additional years at the Commission's discretion, contingent upon satisfactory performance and fund availability. Pricing must be submitted as fixed unit prices for the initial three-year term and for each of the three optional renewal years, with all costs including shipping and embellishment. Award will be made to the responsive and responsible bidder submitting the lowest total price using the formula (Initial Term Price × 3) + Renewal Year One + Renewal Year Two + Renewal Year Three. Bidders must also provide a percentage discount off manufacturer's suggested retail price for potential additional items from the vendor's catalog, though this does not factor into initial pricing evaluation.

Delivery must occur within 60 calendar days of purchase order issuance, FOB Destination with inside delivery. Nonconforming items must be replaced within 30 days of notification; liquidated damages of $100 per calendar day apply for delivery delays. Subcontracting is not permitted. The non-mandatory pre-bid conference is scheduled for July 22, 2026 at 10:00 a.m. ET. Questions are due July 29, 2026 at 5:00 p.m. ET. Anticipated award is August 13, 2026.
