Addendum No. 3 Summary – Law Enforcement Rain and Winter Gear
This is Addendum No. 3 to an Invitation to Bid (ITB) issued by the Florida Fish and Wildlife Conservation Commission for law enforcement rain and winter gear. The addendum provides clarifications through a Questions and Answers format addressing procurement procedures and sourcing specifications. The solicitation (FWC 25/26-108) seeks competitive bids for seven product categories of GORE-TEX and WINDSTOPPER gear in multiple sizes and configurations, with custom embellishment required. Sealed bids must be received by 2:30 PM ET on Monday, August 10, 2026. The contract will serve approximately 900 employees with estimated annual quantities of 140 units per order. The initial contract term is three years from purchase order issuance, with optional renewal years available for up to three additional years contingent upon satisfactory performance and fund availability. Delivery must occur within 60 calendar days of purchase order issuance, FOB Destination with inside delivery, and nonconforming items must be replaced within 30 days of notification.
The most significant clarification in this addendum is that only Forum Direct gear listed in the Scope of Work will be considered, effectively limiting this to a single-source procurement rather than a competitive evaluation of functionally equivalent products. Award will be made to the lowest total price submitted from a responsive and responsible bidder using the formula: (Initial Term Price × 3) + Renewal Year One + Renewal Year Two + Renewal Year Three. All line items in the Price Sheet must have pricing listed to be considered responsive. The previous vendor was National Safety Apparel with past expenditures of approximately $144,344.55 over three years; however, no active contract currently exists. Bidders may purchase as few as one unit per item per order with no minimum order quantities required. All pricing must include shipping and embellishment costs, and bidders must provide a percentage discount off manufacturer's suggested retail price for potential additional catalog items, though this does not factor into initial pricing evaluation.
