About this file
This Addendum No. 1 is issued by the Florida Fish and Wildlife Conservation Commission (FWC) in response to Solicitation No. FWC 25/26-108 for Law Enforcement Rain and Winter Gear. The procurement encompasses seven product categories including GORE-TEX Lightweight Patrol Shells, WINDSTOPPER Patrol Soft Shells, GORE-TEX Lightweight Rain Pants, and GORE-TEX Removeable Hoods, all available in sizes XS to 4XL with regular and tall length options in both standard and ladies versions. All items require custom embellishment with Commission shoulder oval emblems, law enforcement badges, and screen-printed "FWC LAW ENFORCEMENT" designations. A non-mandatory pre-bid conference call is scheduled for July 22, 2026 at 10:00 a.m. ET via teleconference (phone: 1.850.270.2928, room: 849-732-244). Written questions must be submitted by July 29, 2026 at 5:00 p.m. ET, with anticipated responses posted on the Vendor Information Portal by August 3, 2026. Sealed bids are due by August 10, 2026 at 2:30 p.m. ET at the FWC Purchasing Office (1875 Orange Avenue East, Tallahassee, Florida 32311-6160), with a public bid opening at the same date and time available for in-person or teleconference attendance. The anticipated award date is August 13, 2026.
The contract term is three years from purchase order issuance with renewal options available on a yearly basis for up to three additional years at the Commission's discretion, contingent upon satisfactory performance and fund availability. Pricing must be submitted as fixed unit prices for the initial three-year term and for each of the three optional renewal years, with all costs including shipping and embellishment. Award will be made to the responsive and responsible bidder submitting the lowest total price using the formula (Initial Term Price × 3) + Renewal Year One + Renewal Year Two + Renewal Year Three. Items are ordered on an as-needed basis with no minimum purchase requirements. Bidders must provide a percentage discount off manufacturer's suggested retail price for potential additional items from the vendor's catalog, though this does not factor into initial pricing evaluation. Delivery must occur within 60 calendar days of purchase order issuance, FOB Destination with inside delivery, and nonconforming items must be replaced within 30 days of notification with liquidated damages of $100 per calendar day applying for delivery delays. Vendors must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening, and subcontracting is not permitted.
