About this opportunity
The Commonwealth of Kentucky, through the Justice and Public Safety Cabinet, Kentucky Law Enforcement Council (KLEC), and the Department of Criminal Justice Training (DOCJT), is soliciting a qualified contractor to provide pre-employment psychological suitability screening services for law enforcement applicants statewide, as mandated by KRS 15.382(15), 15.3971(1)(m), and 15.540(1)(d). The contractor must deliver standardized, reliable, and validated psychological assessments that measure cognitive abilities, personality characteristics, integrity, and conscientiousness relevant to law enforcement duties for approximately 1,400 applicants annually across screening events accommodating between one and 100 applicants per event. Key deliverables include assessment reports within seven calendar days of screening completion and web-based administrative tools for authorized personnel to access results. Evaluation of proposals will be based on a maximum of 4,000 points, consisting of technical criteria (2,200 points), cost proposal (1,000 points), and oral presentations or demonstrations if required (800 points), with technical evaluation addressing company background, staff qualifications and certifications, experience with law enforcement screening, proposed assessment tools and methodologies, accommodations for applicants without computer access, data security and compliance measures, sample screening instruments and assessment reports, documentation of non-adverse impact on protected classes, reporting timelines, and references. Written questions must be submitted by March 5, 2024, at 2:00 PM EST, with anticipated Commonwealth responses by March 14, 2024; proposals are due by March 21, 2024, at 2:00 PM EST through the Kentucky eProcurement System. The anticipated contract term is July 1, 2024 through June 30, 2026, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.
Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries and certain nonprofit organizations, are eligible for preferential scoring. The Commonwealth has not identified a current incumbent contractor for this service. Cost proposals must be submitted separately from technical proposals on a per-applicant basis, with the unit price inclusive of all vendor expenses related to evaluation, including travel costs if applicable; however, no specific pricing floor, ceiling, or overall budget range is identified in the solicitation documents. Bidders must comply with federal and state employment laws, conflict-of-interest statutes, campaign finance laws, and non-discrimination requirements throughout the contract term, and must certify that cost proposals were developed independently without collusion or conflict of interest. All proposals must be submitted electronically through the Kentucky eProcurement system with technical and cost proposals submitted under separate sealed cover, and the Commonwealth reserves the right to request Best and Final Offers, conduct negotiations, reject any or all proposals, and waive minor irregularities.
