About this opportunity

The City of Palm Bay, located in Brevard County, Florida, is seeking a comprehensive law enforcement off-duty detail platform through Request for Quote #PD 01-0-2025. The procurement aims to acquire an online system that enables local venues within Palm Bay city limits to request and manage law enforcement officer details for various events. The platform must include sophisticated features such as easy venue access, officer job management, a mobile application, online invoice payment, 24/7 customer service, automated job assignment capabilities, push notifications, and recurring job functions. Vendors must provide a fully outsourced solution that handles scheduling, invoicing, and payments, with the current officer rate set at $45 per hour. The evaluation criteria is straightforward: the award will be made to the vendor offering the lowest markup percentage, not to exceed 10%. Quotes are due by close of business on Thursday, November 7, 2024, at 5:00 PM, with submissions accepted via email to Antoinette.Schrum@palmbayflorida.org or through VendorLink.

There are no specific set-aside designations or restrictions on organizational types mentioned in the solicitation documents. Bidders must submit a cover page, completed pricing page, narrative of any deviations, and proof of liability and workers' compensation insurance. Insurance requirements are stringent, including $1,000,000 commercial general liability coverage per occurrence, $1,000,000 automobile liability coverage, and statutory workers' compensation coverage for Florida. While no incumbent vendor is identified, the platform must be capable of integrating with the City of Palm Bay's existing operational systems. The vendor will be responsible for comprehensive financial management, including collecting payments from clients, providing bi-weekly payments to the City, managing financial liability for non-city overtime details, and generating end-of-pay-period reports. Although a specific budget range is not disclosed, the contract will be structured around the $45 per hour officer rate with a maximum 10% markup, suggesting a potential variable contract value based on the volume of off-duty details requested by local venues.
