About this opportunity

The Village Community Development Districts (multiple districts in The Villages, Florida, Seminole County) is requesting proposals for comprehensive landscape and irrigation maintenance services across three service groups under RFP #26P-033, with proposals due October 30, 2026 at 3:00 p.m. Respondents must hold Certified Lawn and Ornamental Pest Control Operator certification and Certified Intermediate Maintenance of Traffic (MOT) certification, and possess a minimum of five years of commercial landscape and irrigation maintenance experience — mandatory eligibility filters.

The scope encompasses landscape maintenance, turf care, plant and tree maintenance, fertilization, pest and weed control, irrigation system maintenance and repair, and debris removal across Group A (Village Community Development District No. 16 and Eastport Community Development District), Group B (Sumter Landing Community Development District and North Sumter County Utility Dependent District), and Group C (Village Center Community Development District and Village Community Development District No. 1). The District anticipates potential scope expansion of 150 to 175 percent during the initial contract term due to property acquisitions, new construction, and service transitions.

The initial contract term runs from the effective date through September 30, 2029, with an optional one-time renewal for an additional three-year period. Pricing shall remain fixed and firm for the initial three-year term; contractors may request price adjustments at least six months prior to renewal, not to exceed five percent without prior approval. Contractors must maintain Commercial General Liability ($1 million each occurrence/$2 million aggregate), Business Automobile Liability ($1 million each occurrence), Workers' Compensation, and Cyber Liability ($1 million per claim/loss and annual aggregate), with all districts named as additional insureds.

Evaluation uses weighted criteria: machinery and equipment capacity (20 points), qualifications of key personnel (20 points), organizational experience and stability (25 points), quality of references (10 points), pricing competitiveness (15 points), and proposal thoroughness (10 points), for a maximum 300 points. The public proposal opening occurs October 30 at 3:15 p.m., followed by a Selection Committee meeting on November 19 at 10:00 a.m. Proposals require one original and three copies plus one electronic copy on USB, limited to 40 single-sided pages with 11-point minimum font and one-inch margins.
