About this opportunity

The California Department of General Services, Procurement Division (DGS-PD) is soliciting bids under Invitation for Bid 0000040690 to establish a statewide multi-year contract for land survey products, with bids due November 2, 2026 at 2:00 p.m. PT. The contract is mandatory for use by the California Department of Transportation and available to other state departments and local governmental agencies statewide.

Socioeconomic preferences are optional and include a 5 percent small business preference, a 5 percent non-small business subcontractor preference for 25 percent California-certified small business participation, and a DVBE incentive program with no minimum participation requirement. Award is made by silo to the responsive and responsible bidder with the lowest cost, including applicable preference calculations. Bidders must bid all line items within the selected silo.

The solicitation has two silos. The Trimble OEM silo covers 29 line items, including robotic total stations, spatial stations, scanners, GNSS receivers, tablets, radios, mobile mapping systems, configurations, and training services, with an anticipated spend of $18.6 million over two years. The open silo covers other original equipment manufacturers and specifies seven equipment categories: total stations, spatial stations, data collectors, GNSS systems, digital levels, and stationary and mobile scanners. The technical specification sets minimum performance requirements for each category, including angular accuracy, reflectorless range, GNSS positioning tolerances, digital level accuracy per ISO 17123-2, and laser classification per IEC 60825-1. All equipment must be new and in current production; used, refurbished, and discontinued models are not acceptable.

The contract term is two years with three optional one-year extensions. Core items are priced at fixed contract prices, and non-core catalog items carry a single discount off list. Prices must be F.O.B. destination with freight prepaid. Core prices are firm for the original term, and contractors must immediately notify the State of manufacturer price declines. Bidders must provide customer references for similar work valued at or above $100,000 within the last five years, complete California Civil Rights Laws and federal debarment certifications, and submit distribution plans and commercially useful function descriptions for any socioeconomic participation claimed.

Bids are submitted by email to CMU@dgs.ca.gov, and the public cost opening follows at 2:15 p.m. PT on November 2, 2026 via Microsoft Teams. The final deadline for bidder questions, October 22, 2026, has passed. Submitting a bid constitutes consent to the Alternative Protest Process under Public Contract Code Section 12125.
