About this file

This technical specification document establishes minimum requirements for Geospatial Land Survey Equipment to be used by California state agencies in support of statewide geospatial survey operations. The specification defines equipment categories and performance standards for Total Stations, Spatial Stations, Data Collectors, Global Navigation Satellite System (GNSS) units, Digital Levels, and Scanners. Total Stations must feature angular accuracy of 1-3 arcseconds, required robotics and prism tracking technologies, and reflectorless electronic distance measurement capabilities extending to at least 50 meters. Spatial Stations require minimum 3 arcseconds angular accuracy, mandatory robotics, 25,000 points per second scan rate capability, and laser classification of 3R per applicable standards. Data Collectors must operate on Windows or Android platforms with minimum 2GB RAM, 4GB storage, 4.3-inch screens, and IP65 ingress protection ratings. GNSS equipment must support multiple constellations (GPS, GLONASS, Galileo, BeiDou, SBAS, QZSS) with positioning accuracy not exceeding 10mm horizontal and 15mm vertical, plus inertial measurement unit tilt compensation. Digital Levels require maximum 0.7mm per kilometer accuracy per ISO 17123-2 standards with measurement ranges to 100 meters or longer and minimum 20x magnification. Scanners are specified in two categories: stationary scanners with up to 120,000 points per second scan speed and 130-meter measurement range, and mobile scanners with up to 2 million points per second capability and 180-meter range.

The specification references multiple regulatory standards including International Electrotechnical Commission (IEC) 60825-1 for laser safety, ANSI Z136.1 and IEC 60529 for enclosure protection ratings, and ISO 17123-2 for field testing procedures. All equipment must comply with applicable laws, regulations, and industry standards in effect at the opening of the Invitation for Bid. The related contract opportunity indicates this is a multi-year statewide contract with an initial two-year term and three optional one-year extensions, issued by the California Department of General Services Procurement Division. The contract will be awarded on an all-or-none basis by silo and is mandatory for use by the California Department of Transportation while available for optional use by other state departments and local governmental agencies throughout California. No pricing terms, set-asides, incumbent information, or specific funding amounts are provided in this technical specification document.
