About this opportunity
The Colorado Department of Public Health and Environment (CDPHE) Laboratory Services Division is soliciting quotes via Documented Quote (DQ) for weekly laboratory laundry services to support its State Public Health Laboratory located at 8100 Lowry Boulevard in Denver, Colorado. The procurement requires a qualified vendor to furnish, pick up, clean, and deliver laboratory coats and cleanup towels on a weekly basis throughout the contract term. Lab coats must be available in sizes XS through 4XL in three fabric composition options (65% polyester/35% cotton, 80% polyester/20% cotton, or 100% cotton), feature white coloring with wrist cuffs, and arrive stain-free and free of defects; cleanup towels must be white, 16 inches by 16 inches, and constructed of 100% cotton material. The vendor must maintain approximately 275 lab coats in inventory with estimated weekly usage of 368 items, provide soiled laundry bins and rolling racks, replace worn garments at no additional cost to the State, and service the laboratory weekly during standard business hours (8:00 AM to 4:00 PM, Monday through Friday, excluding state holidays) with on-call service available within 48 hours. Respondents must demonstrate a minimum of three years of experience providing laboratory laundry services and maintain adequate personnel and equipment for cleaning, repairs, and alterations. Written inquiries are due by April 20, 2026 at 2:00 PM, with answers published by April 22, 2026; quote submissions are due by April 29, 2026 at 2:00 PM via email to Kristi Gamble (kristi.gamble@state.co.us), with evaluation scheduled for the week of May 4, 2026 and an estimated contract effective date of July 1, 2026. Award will be made to the responsible respondent whose acceptable quote is determined most advantageous to the State, with total annual cost as the primary evaluation criterion.
The solicitation contains no designated set-asides or restrictions limiting responses to specific business categories or disadvantaged enterprises; however, the awarded vendor must provide proof of good standing with the Colorado Secretary of State and submit an insurance certificate documenting comprehensive coverage requirements, including workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence, and automobile liability coverage of $1,000,000 combined single limit, with carriers maintaining an AM Best rating of A-VIII or better and the State named as an additional insured. No incumbent vendor or current contractor is identified in the solicitation documents. The initial contract term runs from July 1, 2026 through June 30, 2027, with options for up to four additional one-year renewal periods not to exceed five years total; at the State's sole discretion, contract dates and scope may be modified based on funding and vendor performance. The annual budget for this project is approximately $15,000, with a total five-year budget not expected to exceed $75,000. Proposed pricing must remain firm during the initial contract term and represents the best and final offer, with quotes remaining firm for at least 120 calendar days, and all pricing must include delivery fees and any other associated costs. Prior to contract execution, the awarded vendor must provide initial inventory delivery at least three days prior to the July 1, 2026 contract start date.
