About this opportunity

The Delaware Health and Social Services, Division of Public Health, is seeking to establish one or more contracts for laboratory equipment maintenance services covering clinical and environmental laboratory instrumentation. The procurement aims to secure qualified vendors, including Original Equipment Manufacturers (OEMs), to provide high-quality, cost-effective maintenance and repair services for specialized scientific equipment such as autosampler systems, mass spectrometers, mercury analyzers, chromatography systems, immunoassay systems, DNA analyzers, and robotic systems. Vendors must provide a single local point of contact with customer service representatives available during business hours and be capable of handling maintenance, repairs, and minimizing equipment downtime. The solicitation requires vendors to offer a minimum percentage discount for maintenance services, with special consideration for rates negotiated through associations like the Association of Public Health Laboratories (APHL). Key procurement dates include a public notice on September 2, 2025, a non-mandatory pre-bid meeting on September 25, 2025, and a proposal deadline of November 10, 2025, at 1:00 PM EST, with an anticipated contract award notification on January 1, 2026.

The contract opportunity includes provisions for various business enterprise classifications, specifically encouraging participation from Minority Business Enterprises (MBE), Woman Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), Veteran Owned Business Enterprises (VOBE), and Service-Disabled Veteran Owned Business Enterprises (SDVOBE). Vendors must complete several mandatory forms, including a Non-Collusion Statement, Confidential Information Form, and Business References Form, which prohibit listing State of Delaware personnel as references. The contract will run for three years with two optional one-year extensions and cover an extensive equipment list of over 60 scientific instruments from manufacturers like Agilent Technologies, Life Technologies, Illumina, Qiagen, Shimadzu, and others. Vendors must provide comprehensive maintenance coverage, including preventative maintenance, parts, and repair labor, with specific response time requirements and detailed record-keeping. While a specific budget range is not explicitly stated, the procurement suggests a significant investment in maintaining critical laboratory infrastructure across New Castle County and potentially other Delaware jurisdictions.
