About this file
This Invitation to Bid (ITB) is issued by the Florida Department of Corrections (FDC) to procure certified laboratory analysis services for water treatment plants, wastewater treatment plants, and groundwater monitoring wells across correctional institutions statewide. The Department seeks to establish one or more new contracts to replace existing contracts (ATC-17-023, ATC-17-024, and ATC-17-025). Services include sample analysis according to EPA, Florida Department of Environmental Protection (FDEP), and Florida Department of Health (FDOH) methodologies, performed by FDOH and National Environmental Laboratory Accreditation Conference (NELAC) certified laboratories. The contractor must provide pre-assembled sampling kits, handle sample collection for Giardia, Cryptosporidium, and monitoring well samples, ensure sample retention and retesting when parameters exceed Maximum Contaminant Levels (MCLs), provide immediate notification of violations, and deliver analytical results within specified timeframes (typically 7-10 business days for routine analyses, 24 hours for coliform testing, and 24 hours for emergency situations). The ITB timeline specifies that vendors must submit written questions by October 15, 2026, the Department will answer questions by November 17, 2026, and bids are due December 15, 2026, at 2:30 p.m. Eastern Time. The anticipated award date is January 2027. The initial contract term is up to five years with renewal options for an additional five years under fixed pricing established in the vendor's bid submission. Services must be provided Monday through Friday, 8:30 a.m. to 4:00 p.m. local time, excluding state holidays, with emergency response capability.
Pricing is submitted on Attachment I (Price Sheet) on a per-unit basis for individual parameters across four geographical regions (Region I–Panhandle, Region II–North Florida, Region III–Central Florida, Region IV–South Florida), with vendors required to bid all items within a region for responsiveness, though bidding on all four regions is not mandatory. The Department intends to award to the responsible vendor submitting the lowest grand total per region. All bids must include mandatory documentation including certifications, drug-free workplace certification (if applicable), security requirements attestations, vendor contact information, and proof of FDOH and NELAC certifications. Performance measures include financial consequences for failure to respond to emergency calls within four hours ($50 per hour late), failure to provide analytical results within required timeframes ($15 monthly), late quarterly summary reports ($15 per day late), and incomplete services (10% of invoice amount per day late). The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability, and automobile liability, with the Department listed as an additional named insured. No minimum order is guaranteed. The Department does not pay federal excise taxes or sales taxes on direct purchases. Bidders must be registered in MyFloridaMarketPlace (MFMP) within five days of award and are subject to a 1% transaction fee on all payments received. All bids must be submitted in sealed hard copy format with an electronic searchable PDF copy on a CD, DVD, or USB flash drive by the deadline.

Financial consequences shall not exceed the total Contract amount.
The performance measures below list the key expectations most critical to the success of the Contract and the financial consequence the Department will assess if an expectation is not met. If a vendor is unable to achieve a performance measure expectation because of unforeseen circumstances outside of its control, the Contractor may submit a written request, in advance, to the Contract Manager to waive the assessment of the associated financial consequence. The Contract Manager will then review the request to determine whether mitigating circumstances existed beyond the Contractor’s control. For the Department to approve the request, the Contractor must not have contributed to the failed expectation in any manner. The Department does not waive its ability to assess financial consequences by allowing the delivery of an item(s) or completion of services after the time allowed. 5.4 Bid Submissions

Elaborate bindings, colored displays, and promotional materials are discouraged. Bids must be complete and clear. To expedite the Department’s review of Bids, Vendors must adhere to the following instructions:
a) Bids must be sent by U.S. Mail, Courier, Overnight, or hand-delivered to the location indicated in the Timeline. Electronic submission of Bids will not be accepted.
b) Bids must be submitted in a sealed envelope/package with FDC ITB-26-083, Laboratory Analysis on Water Treatment Plants, and Groundwater Wells, and the date/time of the Public Bid Opening clearly marked on the outside of the envelope/package.

5.7.2 Identical Bids
If the Department receives identical pricing or scoring from multiple Vendors, the Department shall determine the order of award using the following criteria:
