About this opportunity
The City of Kissimmee and the Vine Street Community Redevelopment Agency (VSCRA) are seeking a master developer for the Kmart Site Redevelopment Project, a Request for Qualifications (RFQ) procurement for acquiring and transforming a 22-acre property located at 2211 W. Vine Street. The project involves redeveloping a currently vacant 143,600 square foot two-tenant strip plaza (previously housing Kmart and Big Lots) into a mixed-use development with specific density requirements of 20-40 dwelling units per acre and a floor-area ratio up to 6.0. Key project objectives include demolishing the existing plaza, creating seamless property connections, developing residential housing across income levels, generating employment opportunities, and introducing appropriate retail businesses. Evaluation criteria will assess professional abilities/experience (35%), concept development/overall vision (30%), financial feasibility (25%), and development schedule (10%). Critical procurement dates include a mandatory pre-bid conference on May 21, 2025, at 10:00 am and qualifications submission deadline of July 22, 2025, at 2:00 pm. The site is zoned T5-U (Mixed-Use Urban Core) with a maximum building height of five stories and potential three-story bonus.
The RFQ does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The site is located within the North of Vine subdistrict (NOVI) and offers potential incentives for the selected developer, including CRA reimbursement of demolition costs and a 100% waiver of development fees (excluding school impact fees) if the property is purchased at or above its appraised value. While no incumbent vendors are mentioned, the project requires comprehensive redevelopment of an existing commercial site with significant infrastructure considerations. The development will require integration with existing municipal systems and adherence to local zoning regulations. Although a specific award value is not explicitly stated, the scale of the 22-acre mixed-use development suggests a substantial potential investment, with the city seeking a developer capable of executing a transformative urban redevelopment project that meets community revitalization objectives.
