About this file

This document is Addendum No. 4 for the Kmart Redevelopment Project (Bid No: RFQ2025-005) issued by the City of Kissimmee on July 10, 2025. The addendum provides clarifications and answers to questions from potential proposers regarding the redevelopment of a 22-acre site located at 2211 W. Vine Street. Key clarifications include submission requirements (one original, eight copies, and one electronic copy), confirmation that the conceptual plan is illustrative, and guidance on various aspects of the project such as zoning, infrastructure, architectural requirements, and utility considerations. This is the final addendum for the project, and no further questions will be accepted.

The addendum addresses a wide range of technical and procedural questions, with many responses directing proposers to refer to specific sections of the original Request for Qualifications (RFQ) or indicating that details will be discussed with the selected developer at a later date. Notable areas of inquiry include electrical and water infrastructure, utility easements, sustainability standards, design review processes, and potential public-private partnership models. Many specifics remain to be negotiated, including attainable housing definitions, community benefit priorities, and maintenance responsibilities. The city appears open to innovative approaches and is seeking a developer who can create a mixed-use development that aligns with the Vine Street Community Redevelopment Agency's master plan, with potential incentives available for the selected developer.
