About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on various kitchen supplies for the Brenham State Supported Living Center under IFB HHS0017829, with responses due August 14, 2026 at 10:30 a.m. Central Time. The questions deadline was August 6, 2026 at 10:30 a.m. Central Time.
The scope includes sixteen line items of kitchen and facility supplies—polyethylene aprons, scouring pads, reclosable bags, aluminum steam table pans and lids, wet mop heads, bouffant caps, industrial tape, tape dispensers, work gloves, and material handling equipment. Bidders may propose HHS-approved equal alternatives and must submit product literature when proposing alternatives to specified brands or part numbers. NIGP Class/Item is 165-07.
The not-to-exceed contract value is $50,000 during the one-year term from September 1, 2026 through August 31, 2027. The contract carries a one-year optional extension at HHSC's sole discretion. Orders are placed on an as-needed basis with delivery expected within fourteen days of order receipt unless otherwise specified. All pricing must be firm and fixed, quoted on an F.O.B. Destination basis with freight prepaid and included in unit prices. Price adjustments are not automatic and may be permitted only at HHSC's sole discretion when correlated with the Consumer Price Index (Region VI). The contractor may request adjustments for increases in the Federal Minimum Wage Rate with supporting documentation.
Delivery must follow carton and pallet labeling requirements and scheduled delivery appointments between 8:30 a.m. and 4:00 p.m., excluding 11:30 a.m. to 1:00 p.m. The vendor bears all costs for rejected, damaged, or non-conforming products, including storage, handling, and verification testing fees. Both HHSC and the Department of State Health Services are entitled to use any awarded contract. Bids may be submitted electronically through the optional HHS Online Bid Room or in person at HHSC Procurement and Contracting Services, 1100 W. 49th Street, Austin, Texas. No guaranteed volume or compensation is provided.
