About this opportunity

The Veterans' Home in Holyoke, a Massachusetts state agency, is requesting quotes for preventive maintenance, regulatory inspections, and semi-annual cleaning of kitchen exhaust systems and dryer vent systems on the Massachusetts Operational Services Division TRD03 contract, with quotes due September 11, 2026.

Prevailing wage requirements apply — the facility has posted a wage schedule effective July 31, 2026, covering multiple construction and trade classifications, with rates that increase on specified dates through 2028. Contractors and subcontractors must submit weekly payroll reports to the awarding authority and ensure all personnel, including apprentices, comply with current prevailing wage rates; failure to do so triggers civil and criminal penalties under Massachusetts law.

The scope includes comprehensive cleaning and inspection of all commercial kitchen exhaust hoods, exhaust ductwork, exhaust fans, grease collection devices, kitchen fire suppression systems, and dryer exhaust and vent systems. Work must comply with NFPA 96, NFPA 17A, Centers for Medicare & Medicaid Services requirements, U.S. Department of Veterans Affairs requirements, Massachusetts Department of Public Health standards, and all applicable federal, state, and local codes. Services must be performed after kitchen closure (no earlier than 6:30 PM unless approved), with kitchen equipment protected. Vendors must obtain and pay for all necessary permits, inspections, and approvals; provide written notification to the Facilities Department one month prior to each service, immediately before work begins, and immediately upon completion; deliver a comprehensive written report with inspection findings, photographs when applicable, and recommendations within forty-eight hours of completion; affix NFPA 96-compliant labels to each hood; and provide repair quotations within forty-eight hours of identifying deficiencies, proceeding only with written authorization.

Vendors must maintain all required licenses, certifications, and insurance and ensure personnel are trained and qualified. All bids must be submitted through CommBuys. Primary contacts are Jeremy Meade, Institutional Foreman (413-552-4765) and John Fydenkevez, Third Class Engineer (413-552-4748).
