About this opportunity
The Connecticut Brownfield Land Bank, Inc. (CTBLB), in partnership with the Naugatuck Valley Council of Governments (NVCOG), is soliciting Statements of Qualifications from professional engineering firms to provide comprehensive management, maintenance, and regulatory compliance services for the Kinneytown Dam, a non-operational, FERC-regulated hydroelectric facility located in Seymour and Ansonia in New Haven County, Connecticut. The primary deliverables include development of a comprehensive site inventory and assessment, creation of a simplified Emergency Action Plan per FERC requirements, site security and maintenance oversight, ongoing safety inspections, and emergency engineering services as needed. Responding firms must be Connecticut-registered Professional Engineering firms with a minimum of five years of experience with FERC-regulated hydroelectric facilities and dam safety programs, and all personnel must be licensed Professional Engineers in Connecticut. Proposals must include hourly rates for on-call services across multiple staff classifications (Principal Engineer, Dam Safety Engineer, Field Technician, Electrical Engineer, Regulatory Compliance Specialist, and Emergency Response Services) as well as lump sum cost estimates for Tasks 1 and 2. The evaluation will utilize a modified Qualifications-Based Selection process emphasizing technical merit and relevant experience, with cost considered in relation to qualifications but not as the sole determining factor. A mandatory on-site bidders meeting is scheduled for 1:00 p.m. on April 8, 2026, at the dam site (769 Derby Ave, Seymour, CT 06483), with written questions due no later than ten days prior to the April 22, 2026, proposal deadline at 3:00 p.m., with responses posted by seven days before that deadline. The anticipated contract term is one year with renewal options at CTBLB's discretion, and the expected overall project duration is 60 months from contract execution.
There are no specific set-aside designations or restrictions on organization types; all vendors are eligible to respond to this opportunity. Respondents must maintain comprehensive insurance coverage including General Liability ($2,000,000 each occurrence/$4,000,000 aggregate), Auto Liability ($1,000,000), Workers Compensation (statutory limits), Excess/Umbrella Liability ($5,000,000), Errors and Omissions/Professional Liability ($3,000,000), and Valuable Papers Insurance ($75,000). No incumbent vendors or existing contractors are referenced in the solicitation documents, and the estimated total contract value has not been disclosed. Submissions must be made electronically in PDF format to Craig Stevenson at cstevenson@nvcogct.gov. The CTBLB reserves the right to reject any or all responses, waive informalities, request interviews or additional information, and cancel the RFQ at any time, and does not commit to award a contract or reimburse proposal preparation costs.
