Professional Services Management, Maintenance and Regulatory Compliance

FERC-Regulated Kinneytown Dam (Non-Operational Hydroelectric Facility) Issued by: Connecticut Brownfield Land Bank, Inc. (CTBLB)

Project in Seymour and Ansonia, CT

Issue Date: March 20, 2026 Responses Due: April 22, 2026

1. Introduction The Connecticut Brownfield Land Bank, Inc. (CTBLB) is soliciting Statements of Qualifications from qualified professional engineering firms to provide comprehensive management, maintenance, and regulatory compliance services for the non-operational Kinneytown Dam, a FERC-regulated hydroelectric facility located in Seymour and Ansonia, Connecticut.

The selected firm will be responsible for managing and performing all necessary technical, operational, regulatory, and safety-related tasks to ensure compliance with the Federal Energy Regulatory Commission (FERC) and to maintain the dam in a safe and stable condition. The response shall include an hourly rate for on-call services and tasks associated with the specific delivery of certain items as specified in Section 3 of this document.

2. Background The Kinneytown Dam is a FERC-regulated hydroelectric facility that has not operated in several years.

The CTBLB has acquired the facility in order to facilitate a Naugatuck Valley Council of Governments (NVCOG)-led project to remove Kinneytown Dam and associated infrastructure and restore the Naugatuck River. Engineering and design of that project is underway. It is expected that the dam removal project will not be complete for several years. During that time, the CT Brownfield Land Bank will need assistance with facility management and operations from an experienced dam facility operator. While power generation activities have ceased, the facility remains subject to FERC oversight.

A request has been submitted to FERC requesting relief from some outstanding compliance orders not compatible with the current plan to remove the dam, but several applicable dam safety, operational, and reporting requirements are expected to remain in place.

CTBLB seeks to retain a qualified engineering firm with demonstrated experience in FERC-regulated hydroelectric projects and dam safety compliance.

3. Scope of Services The selected firm shall provide professional engineering services including, but not limited to, the following:

1. Develop a Comprehensive Site Inventory and Assessment. To be completed as soon as practicable. This task is critical to CTBLBs ability to understand the current condition of the facility, operability of equipment, and potential safety issues that need to be addressed in the short term to ensure the safety of staff, workers, and the community.
