About this file
This Q&A Center Addendum #1 document is associated with Connecticut Brownfield Land Bank, Inc. (CTBLB) and the Naugatuck Valley Council of Governments (NVCOG) solicitation for Kinneytown Dam Site Management, Maintenance, Compliance services. The solicitation seeks Statements of Qualifications from professional engineering firms to provide comprehensive management, maintenance, and regulatory compliance services for the non-operational, FERC-regulated Kinneytown Dam located in Seymour and Ansonia, Connecticut. Deliverables include site inventory and assessment, Emergency Action Plan development, site security and maintenance oversight, safety inspections, and emergency engineering services. Responding firms must be Connecticut-registered with a minimum of five years' experience with FERC-regulated hydroelectric facilities, and all personnel must be licensed Professional Engineers in Connecticut. Proposals must include hourly rates for on-call services across multiple staff classifications and lump sum cost estimates for Tasks 1 and 2. The mandatory on-site bidders meeting is scheduled for April 8, 2026, at 1:00 p.m. at the dam site (769 Derby Ave, Seymour, CT 06483), with written questions due ten days prior to the April 22, 2026, proposal deadline at 3:00 p.m. The anticipated contract term is one year with renewal options at CTBLB's discretion, and the expected overall project duration is 60 months from contract execution.
The solicitation uses a modified Qualifications-Based Selection process emphasizing technical merit and relevant experience, with cost considered in relation to qualifications but not as the sole determining factor. Responding firms must maintain comprehensive insurance coverage including General Liability ($2,000,000 each occurrence/$4,000,000 aggregate), Auto Liability ($1,000,000), Workers Compensation (statutory limits), Excess/Umbrella Liability ($5,000,000), Errors and Omissions/Professional Liability ($3,000,000), and Valuable Papers Insurance ($75,000). No incumbent vendors or existing contractors are referenced, and there are no specific set-aside designations or restrictions on organization types. The estimated total contract value has not been disclosed. Submissions must be made electronically in PDF format to Craig Stevenson at cstevenson@nvcogct.gov. The CTBLB reserves the right to reject any or all responses, waive informalities, request interviews or additional information, and cancel the RFQ at any time.
