About this file
This is a Request for Qualifications (RFQ) solicitation issued by the Connecticut Brownfield Land Bank, Inc. (CTBLB) in partnership with the Naugatuck Valley Council of Governments (NVCOG) for comprehensive management, maintenance, and regulatory compliance services at the Kinneytown Dam, a non-operational FERC-regulated hydroelectric facility located in Seymour and Ansonia, Connecticut. The selected firm will provide technical, operational, regulatory, and safety-related services to ensure Federal Energy Regulatory Commission (FERC) compliance and maintain the dam in safe and stable condition. Key deliverables include development of a comprehensive site inventory and assessment, creation of a simplified Emergency Action Plan, site security and maintenance oversight, ongoing safety inspections, and emergency engineering services as needed. A mandatory on-site bidders meeting is scheduled for 1:00 p.m. on April 8, 2026, at 769 Derby Ave, Seymour, CT 06483. Written questions must be submitted no later than ten days prior to the proposal deadline, with responses posted seven days before that deadline. The solicitation period runs from March 21, 2026, at 8:00 a.m. EDT through April 22, 2026, at 3:00 p.m. EDT. The anticipated contract term is one year with renewal options at CTBLB's discretion, and the expected overall project duration is 60 months from contract execution.
Responding firms must be Connecticut-registered Professional Engineering firms with a minimum of five years of experience with FERC-regulated hydroelectric facilities and dam safety programs, with all personnel being licensed Professional Engineers in Connecticut. Proposals must include hourly rates for on-call services across multiple staff classifications (Principal Engineer, Dam Safety Engineer, Field Technician, Electrical Engineer, Regulatory Compliance Specialist, and Emergency Response Services) as well as lump sum cost estimates for Tasks 1 and 2. The evaluation will utilize a modified Qualifications-Based Selection process emphasizing technical merit and relevant experience, with cost considered in relation to qualifications but not as the sole determining factor. Respondents must maintain comprehensive insurance coverage including General Liability ($2,000,000 each occurrence/$4,000,000 aggregate), Auto Liability ($1,000,000), Workers Compensation (statutory limits), Excess/Umbrella Liability ($5,000,000), Errors and Omissions/Professional Liability ($3,000,000), and Valuable Papers Insurance ($75,000). All vendors are eligible to respond; no set-asides or incumbent vendors are referenced. The estimated total contract value has not been disclosed. Submissions must be made electronically in PDF format to Craig Stevenson at cstevenson@nvcogct.gov.
