About this opportunity
Kenosha County, Wisconsin is seeking bids for a comprehensive interior remodeling project involving the Victim Witness, Juvenile Intake, and District Attorney offices located in the Kenosha County Courthouse basement and Molinaro Building first floor. The project is divided into three distinct phases totaling approximately 4,100 square feet: Phase I involves converting a 300-square-foot conference room and vestibule into a waiting area; Phase II includes a full 1,600-square-foot interior remodel with a new reception window and kitchenette; and Phase III encompasses a 2,200-square-foot partial interior remodel with a new reception counter and kitchenette. The procurement requires a general contractor capable of managing comprehensive interior construction, including new partition walls, flooring, painting, ceilings, millwork, and specialized components like bullet-resistant windows in Area 03. Bidders must submit a comprehensive bid package including a Signature and Authority Affidavit, References Sheet, Bid Offer Form, and a bid bond equal to five percent of the total bid price. The pre-bid conference was held on May 7, 2020, with written questions accepted until May 14, 2020, and sealed bids due by 3:00 PM on May 28, 2020, to be submitted to the Kenosha County Clerk of the Courts.
No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the procurement documents. The project requires contractors to have been in business for at least five years with demonstrated ability to perform similar remodeling and construction work. Contractors must maintain comprehensive insurance coverage, including $1,000,000 per occurrence in general liability, $1,000,000 in automobile liability, statutory workers compensation, and $1,000,000 in excess/umbrella liability. The contract will be awarded to the lowest responsive, responsible bidder, with a project start anticipated in June 2020 and substantial completion targeted for September 15, 2020. A Performance and Payment Bond of 100 percent of the total contract price is required within ten business days of award, and the contractor must provide a one-year warranty for workmanship and materials. While specific budget ranges were not detailed, the project involves significant renovation across multiple areas with specialized construction requirements, suggesting a substantial investment in modernizing county office spaces.
