About this opportunity
The Maryland Department of Transportation State Highway Administration (MDOT SHA) is requesting bids on three-year preventative maintenance services for a backup KEGENE30SB generator at the Chestertown Shop on Maryland's Eastern Shore under IFB KEGENE30SB, with bids due September 30, 2026 at 1:00 PM and questions due September 29, 2026 at 1:00 PM. This is a small business reserve procurement limited to vendors certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA).
The scope encompasses preventative maintenance, load bank testing, normal repairs, and 24/7 emergency repair services for standby generators and automatic transfer switches. Three service plans (A, B, C) specify on-site visits at defined intervals over 36 months, with Service Plan C due upon Notice to Proceed, Plan B at months 12 and 24, and Plan A at months 6, 18, and 30. Load bank testing is required once per generator during the contract term. All routine work is scheduled Monday through Friday, 6:30 AM to 3:00 PM; emergency response must occur within three hours of notification.
Minimum qualifications include at least five years of emergency generator maintenance experience; two certified engine mechanics with three years of diesel/natural gas/liquid propane/gasoline generator experience; five years of experience with automatic transfer switches; and one master electrician with three years of emergency generator and transfer switch experience. Three references from the past three years are required. No subcontracting is permitted.
Pricing uses firm fixed rates for labor (certified mechanics, master electricians, and helpers/apprentices at standard and overtime rates) and cost-plus reimbursement for materials and parts with contractor markup not to exceed 10 percent, estimated at $3,000 baseline. Workers' compensation insurance (minimum $100,000 per occurrence) and automobile/commercial truck insurance compliant with Maryland requirements are mandatory. Public bid opening is September 30, 2026 at 1:00 PM via Microsoft Teams. Site visits are available upon request but not required.
