About this file

This is a No Bid/Proposal Notice and Vendor Feedback Form from the State of Maryland, issued in July 2024, related to a backup generator preventative maintenance contract for the Maryland Department of Transportation State Highway Administration (MDOT SHA) Chestertown facility on the Eastern Shore. The solicitation seeks three years of preventative maintenance services for a KEGENE30SB generator at the SHA Chestertown Shop with no subcontracting permitted. The form is designed to collect feedback from vendors who choose not to submit a response to the solicitation, allowing the State to gather information on barriers to participation and suggestions for improving the procurement process.

The form provides vendors with a checklist of reasons for non-response, including other commitments, lack of experience, unclear specifications, capacity constraints, complicated State processes, competitive concerns, insufficient timeframes, restrictive bonding or insurance requirements, unreasonable bid requirements, MBE or VSBE requirement concerns, prior unprofitable State contract experience, slow payment schedules, and other factors. Vendors are instructed to complete the form and return it to the Procurement Officer identified in the Key Information Summary Sheet, either by email or fax. The document also includes a remarks section for vendors who submit responses but wish to offer suggestions or express concerns about the solicitation terms.
