About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for K-1 kerosene supply and delivery to Mount Washington State Park under RFB 16-27, with bids due August 6, 2026 at 9:00 a.m. Eastern Time. A site visit is mandatory prior to bidding; vendors must contact Nate Camille at 603-892-8302 to schedule familiarization with the challenging delivery location at the summit (approximately 6,288 feet above sea level).

The scope covers delivery of approximately 20,000 gallons of K-1 kerosene in up to five tractor-trailer loads of 5,000 gallons each to one or more of five above-ground 20,000-gallon storage tanks. All deliveries must occur outside business hours (9:00 a.m. to 7:00 p.m., Monday through Sunday), with completion required no later than September 19, 2025. Kerosene must meet current ASTM D3699 specifications or the most recent revision; vendors must furnish laboratory analysis of delivered fuel upon request. The vendor bears all costs for tank contamination remediation, including pumping, cleaning, and fuel replacement if wrong product is delivered.

Award will be made to the responsible vendor submitting a conforming bid at the lowest cost. Bid pricing must be in U.S. dollars, include all delivery costs on the provided offer form, and prohibit special charges, surcharges, or fuel charges. F.O.B. destination pricing applies to Mount Washington State Park. The contract is non-exclusive with a one-year warranty covering 100 percent of parts, shipping, labor, and expenses from receipt and acceptance. The State reserves the right to terminate with thirty days' written notice. Questions are due July 30, 2026, with state responses due August 4, 2026. Invoices must include purchase order number, delivery date, quantity delivered, unit price, and total price, with payment due within 30 days of receipt and acceptance.
