About this opportunity
The Juliette Substation Expansion Project is a comprehensive electrical infrastructure procurement issued by Silicon Valley Power (SVP), a municipal utility of the City of Santa Clara, California. The project involves expanding the existing Juliette Substation by adding a third transformer and replacing the two existing transformers to accommodate a single customer's load growth. The procurement requires a contractor with valid California contractor's licenses, primarily "A" and "C-10" classifications, who is registered with the California Department of Industrial Relations to perform public work. Key deliverables include comprehensive electrical and civil work encompassing demolition, foundation construction, equipment installation, grounding systems, cable installation, and extensive testing. The project is scheduled for bid receipt by November 6, 2025, at 3:00 p.m., with a contract completion time of 304 working days from the notice to proceed. Specific project milestones include transformer testing and commissioning, and the work will be executed at the Juliette Substation located at 3750 Juliette Lane in Santa Clara. The contract will be awarded to the lowest responsive and responsible bidder, with the City reserving the right to reject any or all bids.
The procurement does not explicitly specify set-aside designations for disadvantaged enterprises. The project includes multiple financial allowances totaling approximately $1,275,000, covering potential additional costs such as permits, construction management support, dispute resolution, environmental requirements, utility relocations, and unforeseen site conditions. A 10% bid security is required, and the project is subject to prevailing wage requirements. The substation currently provides 12kV service and is owned and maintained by SVP up to the point of interconnection with the customer's switchgear. The project involves integrating new infrastructure with existing systems, including specific design standards for backfill materials, rock requirements, and compliance with industry standards such as IEEE, ANSI, NEMA, and ASTM. Manufacturers must have an active quality control program compliant with ISO-9001, and all materials must be new, undamaged, and unused standard products. The project also requires comprehensive documentation, shop drawings, installation support, and participation in field testing and commissioning activities.
