About this opportunity

The State of Illinois, through the Department of Central Management Services (CMS), is conducting a procurement for the pickup, transportation, recycling, and disposal of used motor oil and glycol from various sites across the state. The resulting contract will be an indefinite quantity contract with a 5-year term and no renewal options. The IFB seeks responsible vendors to provide the necessary supplies and equipment to remove, transport, and properly recycle or dispose of these waste products in accordance with all applicable laws and regulations. The state anticipates making multiple awards, with each award covering one of the five defined regions in Illinois. Vendors must submit pricing on a per-gallon basis for the services, and the total estimated value of the contract over its lifetime is $83,699.

This procurement does not include any small business, minority-owned business, or veteran-owned business participation goals. Subcontracting is allowed, with certain disclosure requirements if the subcontract value exceeds $100,000 annually. The current incumbent contractor is Safety-Kleen Systems, Inc., who was awarded the previous contract as the lowest responsive and responsible bidder. The state will pay the awarded vendor(s) $16,250 per year for the services, and the vendor(s) will also generate revenue from the recycling/disposal activities.
