About this file

This document is a Q&A template related to the Illinois Department of Central Management Services' JPMC Used Oil and Glycol 24-416CMS-BOSS4-B-41370 contract opportunity. The procurement is considered a concession contract per 30ILCS 500/53-10(c), where the vendor's profit is derived from the revenue stream created through fees collected for recycling/disposing the used oil and glycol on behalf of the state. The state will receive a percentage of the value of the return identified by the vendor in their bid quote. Vendors are required to identify the estimated business value and the value to the state.

Regarding pricing, the state will pay the vendor a per gallon fee for each gallon of used oil and glycol picked up. Collection facilities set the current rates, and the vendor will pay the state a per gallon fee. The state does not provide the current rates for glycol disposal or how the "average weekly high side rate for the calendar month" is calculated for oil recycling, as these are set by the collection facilities.
