About this opportunity

The State of Illinois, through the Department of Central Management Services (CMS), is issuing a sole-source contract for the provision of incontinence products to the Developmental Services Center. This Joint Purchase Master Contract will enable state agencies, governmental units, and qualified not-for-profit agencies across Illinois to purchase a variety of incontinence products, including bariatric sizes, on an as-needed basis. The initial contract term is from February 1, 2023 to January 31, 2024, with no renewal options, and the estimated value of the initial term is $1,640,970.24. CMS has determined that contracting with a qualified not-for-profit agency for persons with severe disabilities through the State Use Program, as allowed by the Illinois Procurement Code, is in the best interest of the state. This contract will provide employment and job training for four persons with disabilities, and the State Use Committee has reviewed and approved the pricing as fair and reasonable.

The procurement is designated as a sole-source contract, as the Developmental Services Center is the only economically feasible source for these incontinence products. Funding for the contract will come from state, federal, or other sources, as needed by the participating agencies. There is no incumbent vendor or current contractor, and the contract does not require the integration of any existing infrastructure or technology. The deadline for submitting written comments or requesting a public hearing on the sole-source determination is February 3, 2023 at 4:00 pm, and the sole-source hearing is scheduled for February 8, 2023 at 2:00 pm.
