About this file

The document is a Sole Source Justification Form for a Joint Purchase Master Contract between the Illinois Department of Central Management Services (CMS) and Developmental Services Center for incontinence products. The contract will enable state agencies, governmental units, and qualified not-for-profit agencies statewide to purchase a variety of incontinence products, including bariatric sizes, on an as-needed basis. The initial contract term is from February 1, 2023 to January 31, 2024, with no renewal options. The estimated value of the initial term is $1,640,970.24.

CMS determined that contracting with a qualified not-for-profit agency for persons with severe disabilities through the State Use Program, as allowed by the Illinois Procurement Code, is in the best interest of the state. This contract will provide employment and job training for four persons with disabilities. The State Use Committee reviewed the pricing and determined it to be fair and reasonable. Funding for the contract will come from state, federal, or other sources, as needed by the participating agencies.
