About this file
This document is a notice from the Illinois Department of Central Management Services (CMS) authorizing the Department of Developmental Services Center to provide incontinence products under a state use contract without the need for advertising or a competitive bidding process. The contract will be effective from January 27, 2023 to January 26, 2024, with no renewal option, and will provide employment and job training for 4 individuals with disabilities. The total estimated contract value is $1,640,970.24, as this is a joint purchase master contract that will be open to all governmental units and qualified not-for-profit agencies in Illinois.
The State Use Committee reviewed the pricing and determined it to be fair and reasonable in accordance with the applicable statutes. State agencies under the jurisdiction of the Chief Procurement Officer are now required to post notice of each State Use contract on BidBuy to increase overall transparency. Upon contract execution, a copy must be forwarded to the State Use Program office for their records.

Re: JPMC - Incontinence products / Developmental Services Center
Dear Linda Tribbet:
Per your request, the above contract between CMS and Developmental Services Center was presented to the State Use Committee for an authorization vote.
As this contract is a joint purchase master contract, the amount proposed is an estimated spend on the contract. As the contract will be open to all governmental units and qualified not-for-profit agencies, the actual spend may be more than what is shown below. The Committee voted to authorize your agency to contract with Developmental Services Center without advertising or calling for bids, effective 01/27/2023 and ending 01/26/2024 with No renewal option, in the total amount of S1,640.970.24. The contract will provide 4 persons with disabilities employment and job training.
In order to increase the overall transparency of the State Use Program and procurement in general, State Agencies under the jurisdiction of the CPO-GS are now required to post notice of each State Use contract on BidBuy. CPO notice 2014.09 outlines the CPO-GS’s process for approval of the State Use Contract.
Please work with your CPO to post the award notice on BidBuy, if over the small purchase threshold.
This letter serves as your notice that the Committee has reviewed the Agency’s price for the proposed agreement in accordance with 30 ILCS 500/45-35 and determined the price submitted is fair and reasonable. The Committee’s authorization is not an authorization for the selected vendor to begin providing supplies or services in the absence of a contract that has been reduced to writing and signed by all necessary parties, nor may it serve as a substitute for other required Chief Procurement Office or internal Agency approvals. Please coordinate with your Agency Purchasing Officer and State Purchasing Officer to ensure your procurement has obtained all required approvals prior to contract execution.
Upon completion of an executed contract, si2ned by both parties, please forward a copy to this office for our files.
If the above information is incorrect, or if you have questions, please contact the program at CMS.BOSS.StateUseillinois.gov. Thank you for your continued participation in the State Use Program.
Sincerely, 4iJ Ron Wilson, Deputy Director State Use Proczram
