About this opportunity
The Illinois Department of Innovation and Technology (DoIT), in agreement with the Chief Procurement Officer for General Services (CPO-GS), is seeking to establish a 5-year joint purchase master contract for SAP software licenses, maintenance, support, cloud services, professional services, and training. The contract will be open to state agencies and qualified not-for-profit organizations in Illinois, as well as Sangamon County. Vendors must be authorized SAP Public Services, Inc. government resellers and are required to provide pricing in the form of discounts off SAP list prices for on-premise licenses, cloud services, and professional services. An additional discount is requested for orders from the Illinois Toll Highway Authority during the first 36 months of the contract. The State also requires specific reporting and invoicing requirements, and award will be made to the responsive and responsible bidder(s) that submits the lowest total evaluated price.
The solicitation includes a 6% Business Enterprise Program (BEP) subcontracting goal, but no Veteran Small Business (VSB) goal. Vendors must submit a Utilization Plan detailing their commitment to utilizing BEP certified firms, including the percentage of work, description of work, and NIGP commodity/service codes. Vendors unable to fully meet the goal must demonstrate good faith efforts in contacting certified firms. The current incumbent vendor is Matrix Systems Group, Inc., who was awarded a 5-year contract with a 60-month renewal option for a total value of $101,475,000. The contract is funded by the State of Illinois, but the specific funding sources and amounts are not provided.
