About this opportunity
The Illinois Department of Central Management Services (CMS), in agreement with the Chief Procurement Officer for General Services, is requesting bids to establish a joint purchase master contract for police pursuit motorcycles to be purchased on an as-needed basis by governmental units with a law enforcement component, with bids due July 2, 2026 under IFB 27-416CMS-BOSS4-B-52578.
Motorcycles must be new, unused, current manufacturer models with no more than 20 miles on the odometer, fully equipped with original manufacturer standard police equipment and optional equipment as specified by the purchasing unit. All units must comply with federal and state motor vehicle safety standards and emission requirements at the time of purchase. The vendor must coordinate delivery to multiple locations within Illinois and provide pre-delivery services, warranty cards imprinted with purchasing-unit information, certificates of origin, delivery tags, and operator manuals. Pricing must be all-inclusive F.O.B. destination with freight charges of $500 for single-unit deliveries and $250 per motorcycle for orders of two or more units. Economic adjustments may be requested for manufacturer-mandated equipment changes or government actions such as tariffs, subject to CMS Bureau of Strategic Sourcing approval.
The contract carries an initial five-year term with a maximum total term not exceeding ten years including any renewal or extension. The State intends to award a single contract to the lowest-cost responsive and responsible bidder. Evaluation is based on responsibility, responsiveness, and price, with preference given to domestically manufactured products unless the domestic product is unavailable, exceeds comparable foreign products in price by 12 percent or more, or is substantially lower in quality. The State reserves the right to amend the solicitation, reject any or all bids, and waive minor defects.
Bidders must submit authorized dealer letters, a comprehensive catalog listing options, trim packages, accessories, and parts with manufacturer's suggested retail prices in Excel, CSV, or PDF format, Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, and a signed contract. Bid prices must remain firm for 90 days from opening. No bid or performance bonds are required. A pre-bid conference will be held June 17, 2026 at 2:00 p.m. via Webex. The resulting contract may be partially or wholly funded with federal funds, with percentage and dollar amount disclosed upon award notice.
