Vendor Questions and Answers Summary

This is a Vendor Questions and Answers document issued by the Illinois Department of Central Management Services (CMS) for Invitation for Bid (IFB) 27-416CMS-BOSS4-B-52578 regarding the establishment of a joint purchase master contract for police pursuit motorcycles. The solicitation seeks to establish a master contract for motorcycles to be purchased on an as-needed basis by Illinois governmental units with law enforcement components. Bids were due July 2, 2026, and a pre-bid conference was held on June 17, 2026 via Webex. The resulting contract carries an initial five-year term with a maximum total term not exceeding ten years including any renewal or extension. The State intends to award a single contract to the lowest-cost responsive and responsible bidder based on responsibility, responsiveness, and price evaluation criteria.

The Q&A document clarifies that bidders should provide motorcycles in a standard or basic color option, with additional color options and corresponding costs listed separately in the Option and Accessory MSRP list to be priced according to manufacturer suggested retail pricing. All pricing must be all-inclusive and F.O.B. destination, with standardized freight charges of $500 for single-unit deliveries and $250 per motorcycle for orders of two or more units. Motorcycles must be new, unused, current manufacturer models with no more than 20 miles on the odometer, fully equipped with original manufacturer standard police equipment, and compliant with applicable federal and state motor vehicle safety standards and emission requirements at the time of purchase. Bidders must submit authorized dealer letters, comprehensive catalogs with pricing in Excel, CSV, or PDF format, vendor disclosure documentation, an Offer to the State of Illinois, and a signed contract, with bid prices remaining firm for 90 days from opening.
