About this opportunity
The Illinois Department of Central Management Services, in agreement with the Chief Procurement Officer for General Services, is soliciting bids to establish a Joint Purchase Master Contract for plumbing repair and maintenance services for Region 3 in the North Territory under IFB B-52767, with bids due July 7, 2026. The State will award up to Secondary and Tertiary Vendors to fill the remaining 40% of work allocation in Region 3, with a Primary Vendor already holding 60% from a prior award. Multiple awards follow a tiered structure: two vendors receive 65% and 35% respectively; three vendors receive 60%, 25%, and 15% respectively.
Bidders must be registered as plumbing contractors with the State of Illinois, have at least one licensed plumber on staff, and demonstrate a minimum of two years' experience in commercial, industrial, and institutional plumbing work. The scope encompasses general and emergency repair and maintenance services for plumbing systems, including distribution systems, equipment, components, and fixtures. Routine work response time is required within eight hours of notification; emergency response within two hours. All materials must be guaranteed defect-free for one year, with defective items replaced at no cost to the State.
Labor pricing must meet or exceed the highest prevailing wage rate for Region 3, including fringe benefits, employer expenses for FICA and workers' compensation, vehicle and equipment costs, and overhead. Material costs are submitted as a flat dollar amount of $120,000 for Region 3 and serve as a billing mechanism rather than an evaluation factor. The contract begins upon execution and extends through March 31, 2030, with a maximum total term not to exceed ten years including renewals.
Vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation as required by law. Subcontracting of labor is prohibited; subcontractors with annual values exceeding $100,000 require prior written approval. Vendors must complete Illinois Procurement Gateway registration or submit a Vendor Disclosure form, comply with Standard Illinois Certifications, and certify compliance with the Illinois Procurement Code, prevailing wage obligations, and forced labor prohibitions. No bid or performance bonds are required. A non-mandatory pre-bid conference is available, and questions must be submitted in writing no later than 72 hours before bid opening.
