About this opportunity

The State of Illinois is conducting an Invitation for Bid (IFB) to establish a four-year Joint Purchase Master Contract (JPMC) for Mosquito Larvicide. The contract will enable the Illinois Department of Central Management Services, governmental units, and qualified not-for-profit agencies to purchase mosquito larvicide on an as-needed basis. The IFB specifies detailed requirements for the mosquito larvicide products, including labeling, EPA registration, trade names, and acceptable active ingredients. Vendors must submit bids electronically through the state's BidBuy procurement system by January 25, 2022. The contract will use a firm, fixed-price structure, and vendors may request price adjustments no more frequently than once every six months. The state may terminate the contract due to lack of appropriations, and disputes between vendors and governmental entities will be resolved between the affected parties.

The IFB includes a 4% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal, but no Veteran Small Business (VSB) goal. The previous contract was awarded to Nelson Transport Services with a bid amount of $105,226.80. The current contract has been awarded to Clarke Mosquito Control Products, Inc. for a four-year term valued at $2,630,670.00, with 4% of the total contract value awarded to certified BEP firms. The state has an aspirational goal of awarding 20% of state contract dollars to BEP certified firms and 3% to VSB certified firms.
