About this opportunity
The State of Illinois Department of Innovation and Technology (DoIT), in coordination with the Chief Procurement Officer for General Services, seeks to establish a joint purchase master contract for Starlink Low Earth Orbit (LEO) satellite internet services and equipment through Invitation for Bid (IFB) #26-448DOIT-ADMIN-B-50565. This indefinite quantity, single-award contract will be available to all governmental units and qualified not-for-profit agencies throughout Illinois and will be procured on behalf of St. Clair County and other eligible entities. The procurement encompasses Starlink equipment (including Mini Kit, Standard Kit, and Performance Gen 3 Kit with associated mounts, cables, routers, and accessories) and monthly subscription plans for Business Global Priority service tiers with data limits of 50GB, 500GB, 1TB, and 2TB, with an estimated initial quantity of 200 units for 50GB Monthly Priority Data plans for evaluation purposes. The successful vendor must be an authorized Starlink partner and provide written verification of authorization to sell Starlink products and services; other LEO satellite providers are not eligible. Deliverables must be provided within fifteen (15) working days from receipt of purchase order, with internet service becoming functional within seven (7) days of hardware installation, and all deliveries shall be FOB Destination with shipping costs invoiced as direct pass-through of actual, documented costs without markup or surcharge. Bidders must submit responses electronically through BidBuy by February 4, 2026, and must submit all required documentation including Vendor Disclosure or IPG Active Registered Vendor Disclosure, Offer to the State of Illinois, Information and Technology Contract documentation, a Manufacturer Authorization Letter, and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. The bid must remain firm for 180 days from opening, and written questions must be submitted no later than seven days prior to bid opening. Award will be made to the lowest priced responsive and responsible bidder meeting all specified criteria.
Bidders responding to this procurement must comply with all Illinois Standard Certifications and applicable statutory requirements, including compliance with the Illinois False Claims Act, and must certify authorization to transact business in Illinois. The State reserves discretion to award to vendors demonstrating domestic product manufacturing capabilities, with preference potentially given to domestically manufactured products unless exemptions apply. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law, with the State named as an additional insured. The contract has an initial term of two (2) years from the date of last signature, with a maximum total term not to exceed ten (10) years including any renewal periods or extensions, and pricing must remain firm for the entire two-year initial term with no upward adjustments permitted. A $15 fee is required for any bidder awarded a contract of $1,000 or more to cover administration of the Minority Contractor Opportunity Initiative. The specific contract award value is listed as N/A in the template documentation, indicating the maximum payment amount will be determined by the State prior to execution; however, the procurement is contingent upon appropriation of funds by the Illinois General Assembly or designated federal funding source, with potential for partial or wholly federally funded contract amounts to be disclosed upon award notice.
